What you can do to help STOP BLACK ROCK

We need to tell the world about these huge turbines that might be built near 302 homes on our beautiful mountain.  And we need to do it now!  The PSC is holding an evidentiary hearing 9/11/19 and will be making its decision within 2 months after that.  So you need to take action NOW!

This is what you can do:

  1. Tell everyone you know about this website.
  2. Send a protest letter to the PSC.  Note Case # 19-0483-E-CS    Click here to for the link to submit your protest letter
  3. Send a letter to the editor of a newspaper.  Click here for link to list of editors
  4. Contact supporting elected officials to ask them to rescind their support.  This can work.  Senator Randy Smith has rescinded his support!!  Click here to see list of elected officials
These are the issues:
  • Tallest turbines in the nation, up to 667 ft.  The size usually built more than 5 miles off shore.
  • 302 homes within 1.25 miles of BRWF.  6 times the homes close to New Creek wind farm.
  • Public Service Commission staff recommends that the BRWF application be denied.
  • Application made comparisons to nearby wind farms, but they are not comparable.  Turbine height and rotor diameter are almost 2 times and rotor sweep is 3 times nearby wind farm turbines.
  • Inadequate studies submitted with siting application, Acoustic, Wildlife, Visual.
  • Eagle studies incomplete.
  • 2 eagle deaths at nearby wind farms this year.  These huge turbines will endanger even more eagles.

We need to keep up the fight to STOP BLACK ROCK.

Elected officials that support Black Rock Wind Farm

These are the elected officials that have submitted support letters for the Black Rock Wind Farm.  Did they know that the turbines will be the largest in the US and that turbines of this size are usually built more than 5 miles off shore?  Did they know that there would be 302 residences within 1.25 miles of the BRWF?  Do they really believe that these giant turbines belong on our mountain?

Ask them if they knew these details and to please rescind their support.  Ask them to submit a protest letter instead.  Ask them to do the right thing.

PSC staff agree that the Commission should not grant a siting certificate to Black Rock Wind Farm

This is testimony of Public Service Commission staff submitted on 8/15/19:

Q. PLEASE SUMMARIZE STAFF’S RECOMMENDATIONS FOR THE COMMISSON AT THIS TIME?

A. Due to the missing information cited above, Staff is unable to recommend the Commission grant a Siting Certificate

Link to PSC staff testimony

The Commissioners could still grant the Siting Certificate, so we need to FIGHT ON!

They don't seem to care that the BRWF turbines will be the tallest in the nation and will be too close to 302 homes.  Keep sending in your protest letters.  We need to tell the Commissioners that these turbines are too big for our mountain and too close to 302 homes.

Black Rock Wind Farm requested 85 turbine permits from the FAA at a height of 667 feet

If Black Rock is going to build only 29 turbines, why did they request 85 permits from the FAA?
the illustration is hard to read, but you can find it here at Appendix F - 002

See Appendix F - 002 here

and you can see the details of each permit request here showing a structure height of 667 feet.

THE TALLEST TURBINES IN THE US AND 302 HOMES WITHIN 1.25 MILES OF THEM

This is crazy.....
How can Black Rock Wind Farm justify building 29 of the tallest turbines in the US near so many homes?
There will be 302 homes within 1.25 miles of the wind farm.

The Pinnacle Wind Farm has 60 homes within 1 mile.
The New Creek Wind Farm has 49 homes within 1 mile.

BRWF will have 6 times the number of nearby residences as New Creek.

BRWF makes comparisons to Pinnacle and New Creek in their application.  The number of nearby homes should be compared also!

The green circles are the turbines. The pink dots are the homes.  Many homes will be surrounded by the tallest turbines in the US, because they are building two sets of 3 turbines each to the west of the string of 23.

This web site posts the FACTS about Black Rock Wind Farm

A recent letter of support to the Public Service Commission claims "scare tactics are being used to get people whipped up."
link to support letter claiming scare tactics

This is untrue.  This web site publishes the FACTS from the Black Rock Wind Farm application.  The application links are in a prior post.  Read the application yourself.  Everyone should be informed about this wind farm that will affect so many people.

The application makes comparisons to the nearby wind farms, Pinnacle, New Creek and Mt. Storm.  The application does not make comparisons to the wind farms referenced in this support letter.

BRWF made comparisons in their analyses to the nearby wind farms (Pinnacle, New Creek and Mt. Storm), which are 387 - 400 feet.  It is deceitful to compare BRWF turbines that will be 600 feet or more to turbines only 400 feet tall.

BLACK ROCK TURBINES MAY BE THE TALLEST IN THE US

Black Rock Wind Farm turbines will be over 600 feet tall.   They will be taller than the Washington Monument!

They will be almost twice the size of these pictured turbines at Mount Storm!  The rotor diameter will be almost twice the size.  And the blade area of impact will be more than 3 times larger.

Would you like these monstrosities near your home?  More than 300 homes will be within 1.25 miles of a BRWF turbine.

They don't belong on our mountain.  They belong more than 5 miles offshore.

Protest Black Rock Wind Farm today!

The Black Rock Wind Farm application is deficient and should be withdrawn.  If not withdrawn, the PSC should reject it.

Video of the quiet area right in the middle of where the line of turbines will be built

This video shows the beauty and quiet at the intersection of Rt. 50 and Rt. 42, Skyline.  If the Black Rock Wind Farm is built, the string of turbines will stretch north and south of this point.  Notice the quiet.  This was recorded at 6pm on a weekday evening and is located 300 feet from Rt. 50.  A turbine will be about 1000 feet to the right.  During construction, hundreds, if not thousands, of trucks will be traveling in this area.  When the turbines are complete, the hundreds of people in the area will hear the thumping of the turbine blades.  Turn your sound all the way up so that you can hear the bugs and barking dog.  That's how quiet the area is!

Send letters to the editors of local newspapers

Our local newspapers are alive and well.  In addition to sending a protest letter to the Public Service Commission, please send a letter to the editor of our local newspapers.
Not only might your letter get published! But we might instigate some investigative journalism into the way Black Rock Wind Farm has deceived the public by not disclosing the true size of the turbines.  And also into the sloppy and misleading application that BRWF submitted to the Public Service Commission.

Please send your letter to these editors:

The fight to stop Black Rock Wind Farm continues

There are many folks actively fighting to stop Black Rock Wind Farm.  33 letters of protest have been submitted and 30 of those were submitted in the past 9 days.  A petition to intervene have been submitted.  The intervenor will be filing testimony in the next two weeks and then attending the evidentiary hearing on September 11th.

So the fight continues!!  Please keep spreading the word about this web site and informing those without internet access about the details so that they can send in protest letters.  See the other post with the flyer.  We are handing the flyer out to everyone we can and you should also.

Thanks!

Black Rock claims there will be no negative effect on property values!

The Black Rock application claims that these huge turbines will not negatively affect property values near them.  But as the Sierra Club protest letter notes, "the economic impact analyses on property values cited in Appendix N discuss studies of property values within 5 miles, but do not consider property values within 1-2 miles or within the viewshed of a windfarm."

BRWF did not even consider the 302 homes that would be located within 1.25 miles of a turbine!

We spoke to a homeowner about .5 miles from the wind farm that is trying to sell his home and his agent said he would have to lower his asking price by 30% for anyone to be interested in purchasing it.

Protest letter shows the glaring deficiencies in Black Rock application

The Sierra Club protest letter is the best example of the deficiencies in the Black Rock Wind Farm application.

Link to Sierra Club protest letter

The analyses included in the application are based upon smaller turbines and faulty comparisons are made to nearby wind farms.

  • The Acoustic Sound study that was done is based on the 4.2 MW turbine.  But they intend to use a 5.8 MW turbine.
  • The Wildlife Risk study makes comparisons to nearby wind farms, but the turbines are not comparable.  Black Rock turbines will have a blade impact area more than 3 times larger than nearby wind farms.
  • The Visual Impact analysis identifies the area wind farms but fails to emphasize that the Black Rock turbines will be almost double the size.
  • Several wildlife surveys are still ongoing or incomplete.
  • Two eagle fatalities at nearby wind farms this year were not included in the application.

BLACK ROCK TURBINES MORE THAN 200 FEET TALLER THAN PINNACLE TURBINES

At more than 600 feet tall,  the Black Rock Wind Farm turbines will be ~200 feet taller than the Pinnacle turbines.
They will be taller than the Washington Monument.
The rotor area will be about 3 times larger than nearby turbines.
Turbines this size are usually built more than 5 miles offshore so that the rich coastal residents won't complain.
The Black Rock turbines will be built among 302 homes.  302 homes will be within 1.25 miles of a Black Rock turbine.

Question:  IS THE PROJECT CLOSE TO RESIDENTIAL AREAS?
Answer:  The area generally consists of sparsely populated undeveloped mountainous woodlands. A few homes and cabins are present in the area

FACT from the Black Rock application:

302 homes will be within 1.25 miles of the largest turbines in the US!!!!

What construction of Black Rock Wind turbines will be like

An article about the construction of what was the largest turbine in the US in May 2018, similar in size to the proposed Black Rock turbines

It describes the ordeal of building ONE turbine.  200 truckloads for ONE turbine!

How bad will the construction of the 29 Black Rock turbines be?

Rising from the Randall County dirt is the largest wind turbine in the United States. It’s a monster.
The height of the hub is 426.5 feet above the ground. The height of the tip of one of its three blades at its tallest is 653.5 feet above the West Texas plains. The diameter of the rotor is 446.2 feet.
It has been quite an ordeal. About 100 truckloads of crane parts were delivered to assemble the crane necessary for installation of the turbine prototype. That was just to assemble the crane that would assemble the turbine. About 80 truckloads poured the 772 yards of concrete necessary for the foundation, and about 20 truckloads of turbine components were delivered.

Video of the same turbine.

Look at all the homes around the proposed turbines.

The pink dots are are all the homes around the proposed Black Rock Wind Farm turbines.  The contour lines show the estimated construction noise.  Look at all these homes!  302 homes within 1.25 miles of a turbine.  How many people will be affected by this noise?  The construction will take place even late into the night.  How is this noise going to affect these homeowners?

There will be thousands of trucks bringing in crane parts, turbine parts, cement and other construction materials.  This noise and traffic will be unbearable for these homeowners.  BRWF claims that "construction...will generate sounds that are familiar to residents due to other construction, industrial and agricultural activities in the area. The overall noise impact on nearby sensitive receptors during construction of the Project is not expected to be significant." (Appendix U - 008) They claim that the construction noise will be familiar to residents.  We are country folk, living in the mountains and they claim that we hear construction and industrial noises daily.  The only noises I hear are birds and bugs.

President Trump speaks out against wind farms

April 3, 2019
President Trump speaks out against wind farms

Black Rock Wind Farm application is deficient.

The Black Rock Wind Farm application indicates that the proposed turbines, at 667 feet and 5.8 MW, will be almost double the size of nearby wind farms.  And the larger blade length makes the area of impact for birds and bats around 3 times larger than nearby wind farms.  The submitted application is deficient due to the following items:

  • The analyses included in the application are based upon smaller turbines and faulty comparisons are made to nearby wind farms.
  • Several of the wildlife surveys are incomplete or still on-going.

The public is being denied due process because the application is deficient.  Black Rock Wind Farm should withdraw its current application and resubmit a complete application.

Save the eagles

There were two recent eagle deaths at nearby wind farms.  There is an eagle nest with 2 adults and 1 eaglet within 1.2 miles of the Black Rock Wind Farm turbines.  USFWS recommended that BRWF complete 2 years of pre-construction eagle surveys.  But they have not.  The rotor area is 3 times larger than turbines at nearby wind farms, but the BRWF wildlife risk studies used those nearby wind farms as a comparison when predicting avian deaths.  The turbines are not comparable and the data submitted in the application is deficient.
SAVE THE EAGLES.
